I got my Citi Double Cash World card today. Could my account be a World account with a CL of $1.250?

Yes. I was always told that it need to have a 5k or grater to have World.

Not sure if World or World Elite has a ground level on the minimum, I read in another post a while back of someone getting a world elite with $500 limit.  Visa Signature used to be 5k minimum but apparantly some issuers are lowering that standard, while others are not.

Mine is a World MasterCard with a $1,500 limit. I want a WE MasterCard

I have a Visa Signature card that has a lower than 5K CL.. I'm sure MC also has cases like that

Mine was issued as a "World" with a $1200 initial CL.  However, it doesn't report as "flexible spending credit card," nor have they ever provided WMC disclosures, unlike every other true WMC that I have.   So I don't think it's a true WMC.

i think all the DC cards are world, but I don't think they are flex spend cards.
