My Citi Double Cash came with $6,000 initially and as a World MasterCard. It, too, does not report as flexible spending on my reports. It's clearly watered down, but with many other World/World Elite/Visa Signature cards in my possession, I really couldn't care less as long as I get my 2% (1+1) on purchases.
There are several unfounded conspiracy theories as to why the Citi Double Cash is this way, but I'd rather accept the card for what it is than concern myself with what it is not. There are many other unrestricted World (Elite) Mastercards available for those that want the benefits and/or shiny silver logos.
Mines is World Elite with a $1200 limit but can someone explain what's the difference?

I don't think it's a conspiracy, I think it's pretty simple...Citi wants the higher swipes fees to help justify the 2% rewards.

Can you prove that Citi is obtaining higher swipe fees on Double Cash cards, or are you just assuming they are because World and World Elite are stamped on them?
Last I checked, my Double Cash isn't even recognized as a World MasterCard, which would probably be the reason I never received the usual pamphlets that have accompanied my Citi TY Premier World Elite MasterCard, Citi TY Preferred World MasterCard, and even Citi Hilton Visa Signature from the bank.
Let's not pretend.

And are you absolutely sure that those pamphlets are not part of the specific product's programs and that the sole reason you received them is the designation of the card network? Just because a card isn't recognized in the Mastercard concierge app doesn't mean it's actually not a World or World Elite card. The reverse is also true. For example, my Capital One QS Mastercard is, on the card itself, just an MC, no W or WE marking. But I enter the first 6 digits in the MC Concierge app, and it recognizes that card.
