Citi won't deny you simply for asking for a SP CLI too many times. I often forget to do the math for exactly 6 calendar months and ask a day or two too early and get automatically declined (and it never gives the real reason, it's usually like "too many recently opened cards" on the electronic letter), but then get an increase a few days later when I am actually eligible.
How long has the card been open, and how long has it been since you received a SP CLI on it, if at all? Usually you'll need to have it open at least a few months, and any requests prior to 6 calendar months will be automatically denied. To address your initial questions, my highest Citi card is only around $18k (I say "only" because my average is much higher, I know that's a lot for many people) after about 3 years. I'm an AU on one somewhere above $30k. Citi doesn't really have a ceiling as long as you have the profile and income to support it.
