Credit Usage Confusion

I have a $7,000 credit limit on one of my cards.  My last balance was $1,800.  That's only 26% usage.  How come my credit score decreased by 13 points?

Generally any increase over 10% could lower your score.

Tuscani, please tell me if my analogy is correct...
 
If my new statement balance ($1,800) increased by over 10% from previous statement balance ($900), this can lower your score even though you're NOT using more than 30% of your credit limit?

I lost 8 points foing from $0-22 bucks on 1 account  Smiley Sad
 
Total util was 1% and didn't change
