I get them every month basically...as soon as an available offer expires, they offer another, and as soon as I use one, they offer another lol.
From offers I am seeing they arent being as generous anymore with terms or rates

I meant to reply to this earlier but got sidetracked. My previous BT offer also expired on June 25, it was 0% w/3% fee for 12 months or 6.99% w/0% fee for 18 months. I took the offer for $6k for the no fee 18 month option on the 24th in case a new BT didn't come up. It did, my new offer is the same 0% w/3% fee for 12 months but the 18 month offer is 3.99% but with 3% fee. And I'm on the Disco site and I notice below the offer it says "For future balance transfers, the standard fee may apply", you click it and it says "For future balance transfers, a fee of up to 5% may apply"
This may kill Discover BTs for me, I ain't payin' no stinkin' 5% fee. I always do Discover BT short term because it kills using the card for me, with a BT balance any new charges are charged interest at soon as they post. In fact that's why I'm on their site, I'm going to make a $1700 payment on the $6k BT I just took two weeks ago. I just needed it short term to move some funds around and pay something off to re-use it at a lower rate. The $1700 payment gets my balance below 29% util which I'll let post on the statement on the 20th and then payoff next month. I could pay it all off now, but my thinking is let them earn a litle interest and keep them happy with me.

In fairness to Disco, it does say “up to 5% BT fee” (on mines anyway). So my hope is that it’s profile dependent or at a minimum, one can request the 3% fee, then make a decision whether or not to continue.

Yeah, hopefully it's just marketing, folks see the "up to 5% fee" and decide the 3% fee isn't so bad. And perhaps there's too many folks like me that take the no fee w/interest because it's only short term, which doesn't make Discover as much $$$$.
So, I'm desperately trying to find use for this card, i dont feel quite like closing it but I also have very little use for it 🤷

I feel similarly about my own Discover... the categories are rather 'meh' for me, and I seem to be keeping it around only for a "just in case" BT.
It's said that after getting an APR reduction or 0% promo you have to wait six months before you can get another, although I don't know if that's been tested in a while.
