I am in this same boat.
I currently have a premier account and still haven't gotten any emails.
Where do you see if your account is a "premier" account? I looked in Settings and don't see anything like that, just a button to upgrade to a business account.
I went back into my account, click on the "nut/whatever icon" in the upper right corner of the screen. The "Premier Account" designation is now gone.
Just the "upgrade to a business account" option is there, just like you said.

Well I just upgraded my paypal account to business so hopefully I'm in the clear [for now]. Been thinking about this for a bit now, it'd be nice to be able to accept credit card payments from the occasional client.

If you already have a Business Debit Card that earns cashback, all you need to do is apply and be approved for the 2% cashback Mastercard. Once the new card shows up in your Paypal account, set it as the backup funding option for your debit card. If your paypal balance is zero, any purchases made with the debit card will be funded with the credit card and you will get cash back from both assuming the purchase was a signature purchase. If you make a purchase using your pin or pin-less debit, you will still get the 2% from credit card.
I use this for all of my general spending, and yes it still works great!

so now you're able to keep your business debit card and your 2% credit card?
I actually got the 2% before the business debit. Then, I switched my personal account to business and got the business debit card.
I'm not sure this may be obvious to some people, but once you get the business debit card, you have to opt in for the 1% cashback.

If I attempt to do a PIN transaction, I get denied. It sees a zero balance in my Paypal account and does not default to the 2% card.
