NFCU APR Reduction & Product Change (Sort of)

I love Navy ! 
Called them up on my lunch hour and asked if I could change my CashRewards Visa to a MasterCard. 
Rep informs me , your new apr for the MasterCard will drop from %17.99 > %14.99 !

I find it odd that they consider this a product change because just last week I called to inquire about AMEX and they quoted me %18 interest.

Either way I'm happy to have my apr reduced !

I didn't know that an APR would drop due to switching from Visa to Mastercard.
