Which Cards Offer SP CLIs?

Can someone remind me which credit card companies routinely do soft pull CLIs?

I know Discover does them regularly. And I've heard NFCU does them, too, although when I called today the CSR said customer-requested CLIs are always a HP (?)

It would be useful to have a list of the credit card issuers that routinely offer CLIs based only on a SP.

Thanks!

Oh and NFCU generally does SP CLIs when you request them via the web.  If you request via a human, ymmv.
