IMHO, the most conservative lender we have talked about in this thread is Barclays.
I'll second the SDFCU card. They gave me 5k at 6.9% apr and weren't scared off by my collection of cards. In fact that was the reason they said they couldn't give me the 10k I requested. Alot of places would flat out deny with a couple new accounts within the year. A loan officer does call you up to discuss your application if it isn't an instant approval. And they have since called me twice to see how I like everything. Very nice people. They pull an older model of EX and my score with them was 730. I have also read 720+ gets the best terms with them.

Barclays seems to be really conservative with Ring accounts. I've seen a lot of people get denied or stuck with low limits. It certainly is an attractive card in terms of benefits, but the underwriting appears to be tough. I wouldn't expect a 5K line.
