now that i think about it guys if i can write a check for the full amount and i can buy a car with the money and the rates are low i wouldnt really care about the cash advances anymore. would the Barclays Apple card be my best option for this? can i make regular purchases with the card?
if i can get my foot in the door which amex or chase cards do you recommend for me. id like to use 100% of the money by check if possible with a very high limit and low apr

Wish I could answer this but no one here can say what limit you would get ...
My choice would be Amex first YMMV tho
Do you plan to carry balances or PIF=pay in full when statement cuts?
Are you aware that those checks will carry a 3% fee?
Have you considered a personal loan instead of higher rate cards? secured by deposits....
the 3% isnt a problem i just want the cheapest option possible. whats YMMV though i dont understand if you guys could type out everything in detail id appreciate it. i want the option to pay the minimum every month not pay in full

johnpalley.... you seem like a straight shooter so I'm going to give it to you as straight as i can. What you are asking is highly unlikely. Even with excellent credit, the likelihood of getting a CL in the 25K+ range is nill to nothing if you don't already have similar lines of credit. Some lenders will go out on a limb and give you an opportunity but most won't and want to see some experience with high limits first.
I think if you app the Barclays Financing VISA, you will be approved and the highest limit given your current profile will be probably 5K to as high as 10K.
You can use the checks to access the entire CL if you request them on the app for a BT.
If you have access to being able to join NFCU, you will likely get the CL you are seeking and they will be able to provide you with exactly what you are asking.
Amex is a crap shoot. If you are blacklisted, you will not be HP'd on your app. If you are not, then you may be approved but not for the limits you are seeking. As myjourney stated, it's best if you try for a charger to test the waters then app the revolver you'd like the most. Even then, you CL will likely not be the numbers you're looking for.
I hope this is helpful.
Barclay's is your best bet however and USAA.
I hope I don't sound like a PITA, but none of this sounds even remotely reasonable or logical. Low 700's is not perfect credit, but what you do have is a good enough score to purchase a vehicle with auto specific financing. Why would you want to finance a vehicle for upwards of 15% when auto loans are @ 2 and 3% all day every day? I know I am not the only one thinking it, but if you are intent on going down the path you initially laid out, be prepared for consequences. I wish you all the best my firend.

Going further, lines of credit beyond toy lines are very income based. Without verifiable income it's going to be difficult to get substantial lines.

If I had to guess, it's because OP mentions no forms of verifiable income, which pretty much puts a fork in any kind of traditional financing, including auto or flexible lines of credit.
