Yeah, that looks like it's talking about HP's. The only other thing I would say is pull your ACRs so you can see it direct from the source and have that info when you talk to Cap1. Let us know what they say since, if you didn't accidentally apply somehow, this is definitely a strange situation.

One thing that sticks out is that Cap1 is definitely not including a Pre-approval for the Cabelas card on that pre-approval page (Plat-QS1-Secured only) so that showing up on the CR as a hardpull is definitely out of left field.

This is strange indeed. The only way you'd end up with a Cabela's coded HP is if an application was submitted for that specific product on their website, which is also serviced by Capital One. At this point you'd need to reach out to them directly for next steps. As suggested upthread, obtain your actual CRs from ACR.com for confirmation of these HPs.
I would suggest that you first call their Customer Service number today and follow up with a letter sent CMRR that you did not apply and you want the hard pulls withdrawn.
If you don't get a response back from them within 30 days after receipt of the letter (hence the CMRR) file a complaint with the FDIC. Don't bother with CRA disputes or CFPB complaints; the CRAs are accurately reporting the HPs and the CFPB would only notify you to contact the FDIC and close out your complaint.
A CRA can take up to 45 days to complete the withdrawal after a properly completed request for said withdrawal has been submited.
