I got a CLI denial letter from Navy Fed, that listed my credit score as 837. It says "scores range from a low of 334 to a high of 818." I know this is my EQ9.
Not only is my score outside that range, but those don't match the standard range. Can anyone explain?
That score range equates to Equifax Fico score 5.
It looks like the letter is crosswise due to pulling the wrong score for the listed model or listing the wrong model for the score pulled. Either way, the actual score is unlikely to be the reason for the denial.

I wonder why mortgage lenders use middle score then.
if the max for EX 2 is 850 and EQ 5 is 818, I am not sure what TU 4 is
The EX score 2 range is 320 - 844 and the TU score 4 range is 309 - 839. See post 107 in the link below for a comprehensive list of credit scores and their respective ranges.
While the Fico "mortgage" scores diverge a bit at the extremes, mortgage lenders are primarily concerned with the 600 to 800 range - and more specifically the 640 to 760 range. Odds are reasonably similar that any of the 3 credit bureaus could be the middle. In years past my EQ score was always the lowest because my TU and EX "mortgage" scores were almost always above 818.
Below are some comparative graphs on "mortgage" from 8 years ago. Scores have shifted higher since then due to removal of liens and stricter rules on verification of negative information.

I was under the impression that those mortgages scores are all 850 max.
The scores provided by myfico is kind of misleading.
They display it as if you can actually get 850 max for mortgage -
maybe they should put the actual max numbers for each CRA
Thanks TT! I hadnt realized EQ5 has a different range. As an aside, I guess I can feel even better about my 786 there.
