It shows me that I am pre-qualified for 3 credit cards. I got declined for two of them. Last option is Capital One quick silver, $39 annual fee, 0 APR till July 16. But I am scared now.
Some banks are more conservative than others when it comes to lending. What's your current utilization on the Discover card? If it is more than 30% some lenders might want to see it go down before extending credit to you.
Currently its very very low, like $20 (credit limit is 1500). I don't need it as such. I will need it at once to pay the fees around mid December. Also, as per Credit Karma my FICO score is 694.

Credit Karma is NOT a Fico score. Your actual Fico could be 100 points up or down.
You should have a free TU Fico score with your Discover card. Your card may be too new, but I would go online and check.
Yupp, that's also true, @Countingpennies. My Discover card is still not showing my actual FICO. So that's why I am just taking an idea from the Credit Karma score.
Your fees are $1300? If your Discover card has a limit of $1500 then that should be enough, unless I am missing something...

+1........ Your discover card has what you need, why are you seeking other credit? $1500 is a generous SL for someone with minimal to no credit story especially from Discover. You could probably get approved for a capital one which would be good for building your portfolio, but $300-$500 is probably gonna be your SL.
Try credit one. With your situation j don't see you getting a good starting credit line. You have limited credit history and fair low credit. Think of it from a lenders eyes, you need history and good score first
