When last year were your CLD's on Amex and Citi? The Cap1 limit drop may have been a part of their pandemic risk-management CLD spree last year, but with those two I would probably not poke any bears and let them see responsible use for a while longer. Also, w/ the way Cap1 has been, it would probably take consistently high usage to get even a small CLI on them, and then doing that for years to get enough small CLIs to get back to where you were. Another thing that might help us advise you would be to know more about why you want your limits raised and/or restored. Are you having to make multiple payments each month, are you trying to lower reported utilization, or is it for credit hobbying/the fun of the big numbers?

Last year in November. I had a balance transfer offer on the citicard and wanted to bring utilization down. Once I made big paymet they reduced my limit. Still my limit with the is almost 9k. I paid them off last month as well.
With Cap one, they said they reduced my 10k to 5k because I never used the available credit, which is true, that is a card I barely used.
The other had a bal transfer and paid off completely as well by now.
I am trying to increse CL so that the overall util is lowe for the cards I am using. Which is currently only lowes and US bank.
I am planning to use Lowe's for some home improvements I need to do and now that they increased to 35k I can spend on what I need and still that card alone will be under 50%.
I am trying to get my CL to where I never have to spend more than 9% util overall.
Also, if in the future I need to apply for new cards, I hope that having large credit limits, plus a good credit profile, allows creditors to issue larger lines off the bat instead of having to slowly CLI, etc.
In any case, I am being responsible, methodical and living within my means, but using credit to hold on to my cash longer, just in case.

UPDATE:
Cap one cards: Both are a no go. Tried first with the one that was reduced from 10k to 5k and got the thanks for submitting the request you will get a document text.
Tried the other and same thing.
I guess combined they are willing to do 15k.
Discover: One a no go. "At this time we cannot increase your credit line." This one is 9k
The other card however says "A credit line increase request cannot be processed at this time, for assistance call an 800 number"
On this card I still have intro rate of 0 for purchases, but the limit is 5k.
I wonder if calling on this one will do the trick or something else is going on?
Any ideas on what happened on these cards? Thanks a lot.

Unfortunately, if Capital One said no, then no CLI is available at this time. You can try in a few months, if anything. Just keep in mind that if you don't cycle considerable usage in those cards, then it will take much longer.
For Discover, those seem to be generic messages when a CLI isn't available. If you call, they'll be doing the same thing you did online so the end result will likely be the same. There was an option at one point where a CLI *could* be processed via HP if the account was eligible. If you're trying to avoid a HP, then just something to consider.

When you hit a snag like this with Cap one and Discover not wanting to give you CLI on existing cards, makes me wonder what would they do if were to apply to a new card with either of them and what CL could be expected. NO CLI, then NO new cards?
I am not going to get new cards, but I am wondering about the logic they go through.

Well, the limit on Discover is 2 cards, so if you're already at the max # of cards with them, then no point on going for another.
As far as Capital One, unless you plan on considerably using the current ones you have, I wouldn't entertain the idea of going for another Capital One CC to be honest. Unless of course you see value in something like Venture or Savor, for example. Just my thoughts, of course.
If you plan on eventually obtaining something else at some point, consider a card with great rewards or a Credit Union card that can grow over time.

I called US bank today to ask about whether they would do a SP or hard pull.
The cust serv rep stated that it was more than likely a HP because I initiated the request.
I reviewed my notes before doing this and I did request a CLI back in November (denied), but it was a SP.
I asked her why would they do a SP back in nov and now you are so sure it is a HP.
She stated that my account was under 6mo old back then and now it is just over a year and the system determines whether it is a SP or HP, but that she thinks it will be a HP.
So, she has no idea if it will be a SP or HP. This is what I get from he answer, but I decided not to do anything.
Not sure if there has been reports of HP after an account has been open for more than a year. Is this just customer service trying to prep me for worse case scenario?
Also, if I freeze or lock my Transunion report (which they use) would that prevent the HP and force them to do a SP? I wonder.

If they truly do a hard pull, locking your reports would just get you an instant denial and your denial letter would cite credit freeze as the reason.
