My Target MC approval came up in another thread, and it was suggested that I make a separate post, so here it is for those interested.
I signed into my Target account (desktop) to place a pickup order and saw a promo/ad for the Target card. When I clicked through, there were 2 options displayed: Target store card and Target MC. I applied directly for the MC version and was approved with a $6k limit.
I've been shopping at Target a couple times a month since the last holiday season (their curbside service is quick and easy) and typically use my bank's debit card.

Awesome job on the approval! This card seems pretty elusive so naturally I must have it! lol. Gonna be gardening for a while so this will be one of the first ones I apply for when the time comes and hopefully I'll get a chance to upgrade to the Mastercard option down the line.

That's what shows for everyone. If you look
closely the RedCardoption is a darker shade of red to signify that is specifically the Mastercard. I've tested to see if I had the option to chose which one like OP by completing an application and going through all the steps right before hitting submit. Unfortunately, it was only for the RedCard with no option to select the Mastercard. This was even after logging in to my Target account which I created today haha.

Interesting. My experience provided a clear option to select which card application I wanted to submit. I wish I would have realized this was a hot topic; I would have screengrabbed the process.
I think because of your usage and established history with Target played a role. Us less frequent shoppers, especially me who didn't even have an account, probably aren't given the option.
