Amazon 4% on Everything Else Offer

I've had the card since January 2017 and I've never received an offer.

Anyone ever call Chase and to try and solicit an offer personally?  "Hey, I know a lot of people that have received a 4% everything offer until Feb, any chance you can look into that for me?"

I recieved the offer, but reading the fine print, it indicated I would have to open a chase checking or savings account to get the promo. It was in the details after clicking on the offer. I have no desire or need to have another checking or savings account.
