Like I said it's free for the first year then you could downgrade to the Green when the AF comes due. And you get the 100 airline credit which makes it really a 95 AF after the first year. Also the airline credit is calendar year not membership year so you get two credits before the AF is due.

Do a Google search for PRG airline credit as gift card and it will explain it all.

As far establishing a relationship with Amex, the PRG is the same as the Green. Don't get a card with a higher fee if it will not be worth it to you financially. 

Get the green and HOPEFULLY, in 2-3 months (I suggest 3), when you app for the BCE, there will not be a HP.

Like Justagirl73 said if you really just don't feel comfortable with the PRG then definitely go with what you feel comfortable with. Also since you are on a fixed income remember these are charge cards and need to be PIF every month.

Thor, thanks I pay all my cards in full each month, I never carry a balance. I just want to get in with Amex while I rebuild and have them grow with me. Dv

OP I can only tell you that when I applied for BCE, it was a HP  as I was approved.  At the time of my approval I was well  above 700 so IMO, you may want to wait until you have reached at least 700 so you get a decent SL at least.
