Nice! I would assume it does.

I figured I would give the upgrade link a shot and pretty much thought I wouldn't get anything...image my surprise when they offered to upgrade my current Capital One Platinum to a Quicksilver 1.5% Cashback (no annual fee)! So happy! The card is 7 months old and has a $750 limit with a 60% util (I stopped using it recently until I pay some of it off) when I clicked the upgrade link.

CLIs and product-change offers are unrelated.

The no AF and 1.5% CB are the main benefits.
Still saying upgrade not available for my qs1. There isnt anything negative in my CR and no new accounts so idk... Account will be one year on the 5th, doesnt look like I'll be avoiding that AF. If I knew what I know now, I would have chose the platinun instead of qs1.
@601flyguy, if you can't get upgraded, after the AF posts give them a call (or chat) and many times they'll waive either all or half of it.
I agree this isn't the ideal solution, but it might help a little if you don't want to close the card.
601, have you been using the card regularly? I got my two QS1 PC offers after about twelve consecutive months of usage. Use the cards every month, call in to check on offers every month, and hope for an offer.
I'm a little frustrated with C1 (as posted in another thread). I'm grateful for the recent CLI, but the only thing they'll upgrade me to is the QS1, which is the exact same benefits (and AF) as my 10+ year old Platinum Mastercard.
